Ports for ArcGIS Monitor

What are these ports used for by monitor? 7999, 8000

The documentation says they are needed.

Monitor Administrator communicates on ports 7999, 8000, plus one port for each additional monitor service. Ensure that nothing else is listening to these ports and that they're not blocked by firewall rules.

Port 8000 and up is used to connect to the actual service (what's listed in the Windows Services Panel), and for each service, the port number is increased by 1 automatically.  Port 7999 is how the ArcGIS Monitor Administrator application (where you make the links to the systems) connects to the ArcGIS Monitor Server (the engine that goes and collects the information)
