Migrate ArcGIS Monitor to new server

I have ArcGIS Monitor 10.8.1 installed on an older Windows server that I need to decommission.  How do I move it to a new Windows server?  I followed the backup and restore instructions and started ArcGIS Administrator on the new server.  It still remembers the old server name.  In addition, it is not starting the individual supporting services.

Is there some process similar to webgisdr for Portal that is helpful for migration of ArcGIS Monitor?
