I have a question: can you confirm this update on Aug 20 2020 incorporate it into the layer or update the data? Layer title: USA Soils Available Water Storage Layer Website: https://landscape11.arcgis.com/arcgis/rest/services/USA_Soils_Available_Water_Storage/ImageServer

 Also same a question can you confirm me about this update on Dec 18 2019 incorporate into the layer or adding the new rainfall data?

The updated date is the last time the item overview was updated, not necessarily the vintage of the data. Scroll down in the Description section to see that it was published on October 1, 2019.

The Mean Rainfall item overview states that it is for the the period January 1971 through December 2009.

I can check to see when updates are anticipated.
