Problems found in overlay graphics layers by highlighting APIs

Hello, I have a problem when using the highlighted APIs in the graphics layer, my two layers overlap and I want the graphic layer below to be highlighted, but the highlighting obscures the text layer above.

The highlight of the graphic layer below overwrites the text layer above.

I want the graphics layer to highlight without overwriting the text layer, what do I do.
