Marker popups not centering

We keep having this issue when we hover over markers. The popups keep shooting way off to the left or the right. It fixes once you zoom but then it shoots back off over again. Not sure if anyone else has had this experience before but it happens quite often to us.

I haven't seen this behavior before. Do either of you have an example that reproduces this behavior or could you provide more detailed steps on when this occurs? Do both of the applications open the popup on hover only?

I was attempting to reproduce the issue with some of our samples, but I don't see the behavior: https://developers.arcgis.com/javascript/latest/sample-code/intro-popup/
