basemap zoom level vs scale

I have an application uses basemapGallery, I just realized two of the basemaps have zoomlevel setting diffferent from the rest basemaps. Is it normal? 
Is there anyway to make the same zoomlevel for all basemaps?

Sorry,  i dont have an answer,  but I too have that issue with a custom "Home" button i built.   the "view.zoom" level is different between my 2 basemaps.  meaning clicking "Home" zooms differently depending on which basemap i have open.

According to this API page:

  • Mapbox zoom levels are one value less than ArcGIS API zoom levels. The zoom level is based on a 256x256 pixel tile. Since Mapbox image tiles are 512x512 pixels, Mapbox zoom levels are 1 less than those of other APIs

I guess that's the reason of your problem.

But I am using only ArcGIS API.
Within ArcGIS API, depending on which base-map I loaded in, the zoom level is different. 
I guess it was due to the basemap format 
"The basemap styles service provides basemaps with layers formatted as either image tile layers or vector tile layers. When you use a basemap in your application, the scale of your zoom level will vary based on the type of layer the basemap uses. "
