It does not appear that 3.46 is publicly available for download after it had been retired: https://developers.arcgis.com/javascript/3/
Here is a FAQ that covers quite a few questions: https://www.esri.com/arcgis-blog/products/js-api-arcgis/developers/arcgis-api-for-javascript-version...
If you still have code that is running on 3.46, I would recommend following the guide to get it migrated over to the 4.x version, and if you are in dire need of it, ESRI Support may be able to help you to some extent, but with retired services, typically training on such products are discontinued to the support staff, but that's just an assumption.
