Metadata for individual layers in a service

We are in the midst of setting up our open data portal, when you navigate to an individual layer that exists within a rest service with multiple other layers, you only can view the services metadata (when you click the view metadata link). Is there a way to point to the features metadata and not the services?

Its not the preferred way to do it, but we use individual content items at the sublayer level so we can control the metadata that is listed for each. for example, we have a service called 'road networks' and there are 3 different types- so we'd like individual metadata. By creating 3 separate content items we can achieve that (but you have to alter the URL after you create the item)

Gotcha. We are trying to serve a statewide GIS data portal, so we are talking hundreds of Vector/Raster layers across multiple services. If we cant serve metadata with each individual layer the ESRI platform may be a no-go.
