Zip code and the name of province of other countries?

I can sucessfully generate polygons with zip code and state of the United States, but I can not generate polygons with Chinese zip code and the name of province. Does it need special format when it generate polygons with zip code or the name of province of other countries??

I did it using Custom location types.
First of all, publish a map service(feature service also do) using China Province spactial data.
then,open "add location type" dialog in excel,search the map service that you published,
next,choose  columns within the data,f.g,zip code�?�the name of province�??
finally,named your location type.

then you can generate polygons with Chinese zip code and the name of province.
