Congressional District Mapping Incorrect

I am trying to map out the congressional districts using the ArcGIS map. I'm using the GEOID from an excel file that has been updated. Montana is the only state not plotting correctly. It ends up plotting in Kansas even though the GEOIDs are different. Any thoughts on how to fix this? I've tried with lat and long but it doesn't map correctly. Was your problem solved ? I am trying to do something similar. Where did you get the GEOIDs for the congressional districts ?

@MadisonOConnell - I noticed a similar topic posted by @SrinivasKrishnaswamy . I will post the steps here and see if you have any luck getting these values to appear. 

Navigate to the Map tools and expand them (if they aren't already expanded)

2. Open the Table of Contents widget

3. On your data layer, click the ellipses (...) and select Location type

4. In the Location type widget, filter the results down to the following:

5. You can try using Closest or Exact to see what results appear

Let me know if this works! If not, we will need to work with our geo-enrichment team as they manage the data that is being brought into ArcGIS for Power BI.
