I was following along with this blog article and noticed I could not add ArcGIS Online data to select a field for a join (see steps 5 and 6 in the first section of the article). This happens with some feature layers but not others. I didn't have any problems loading the data shown in the attached when I searched using the layer stack. Has anyone else encountered this? @NaZhang_Esri

Thanks very much for your question! Nice try on the join layer! I hope the blog is helpful and the tool is more useful.
From the screenshot, could you please make sure they are the same layers for better comparison? It seemed like the layer from Add layer tool is a single layer but the layer on the Join layer tool is a group layer.
If you want to join the group layer, have you tried to click on the chevron to expand the layer? Once you expand the layer, you should be able to join the feature layer within the group layer.

My arrow in the LayerStack graphic was pointing to the wrong layer so I fixed it. Sorry about that. I can confirm it is the same publicly shared layer as the one in the analysis join window. There is only one layer in this item and it can be found with key words Fairfax County Supervisor Districts if you can give it a try.

I see what you are asking now. Thanks for providing the layer detail. This is very helpful! We will look into it. If you want to join this layer, I would suggest adding the layer from ArcGIS and create a join for the layer. See my screenshots below.
