Sharing public Enterprise Field Map w/ offline areas with a link

Hi, I have a public field map hosted on Enterprise 11.2. It has several offline areas packaged. Two of the feature services in the map are editable and have public data collection enabled and editor tracking turned on so that editors can only edit their own features. Sync is also enabled.

I have shared the map with our AGOL organization via a distributed collaboration and then shared the AGOL version with a group to enable our internal users to collect data with the map. That is working more or less (right now, it's not recording their usernames in the Creator and Editor fields and the offline map packages do not appear in AGO, but I'm working around those issues by creating offline maps on AGOL and I'm planning to try pulling their usernames with Arcade once everyone is done collecting data today).

The main problem is that we also have many subcontractors who will be using the field map, which is the whole reason that I built it on Enterprise rather than AGOL, which would be our normal workflow. I need to be able to share the map with these subcontractors via a link. I've read the documentation and constructed a URL that looks like this: https://fieldmaps.arcgis.app/?referenceContext=open&itemID=xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx.

If I sign out of Field Maps and click the link, it prompts me to log in. When I sign in with an unrelated account (as a test), it says that the map needs to be shared with me. But the map is public, as are all the layers within it, so I'm not sure what the issue is. Any ideas? Note that I have tried other URL variations, like including a parameter for the portal URL and also enabling anonymous access to our Portal site, which I'd prefer to avoid, but nothing has worked. Any help is greatly appreciated!
