Bug? Drop-in an csv list to combo box is now kicking back an error. Is it no longer supporting UTF-8 text files? (.csv)

FieldMaps- Drop-in an csv list to combo box is now kicking back an error

I have been dragging and dropping lists into field maps for almost two years now. I have been using the exact same list and have had no problems. Today, I went to go add an additional item to the list and then replace the list in Field Maps combo box but it kicks back an error. 

If I manually add the new item it does not experience this error. What is this suddenly happening? I have over 60 combo boxes that use the same list and I would rather not add new items manually.

I have included my .csv file that has been working for years now until today. 

Is the combo-box no longer supporting UTF-8 text files? (.csv)
