Map settings Exclusive visibility for layer on FieldMaps

We want a custom setting to set field maps layer always visible (exclusive visibility), this option required for operator to see if they are located near a customer with medical condition (sensitive customer) requires electricity, water 24/7.

So, this medical layer always visible to the operator.

Storing this layer in the basemap is not an option.

I tried using the existing settings "Exclusive visibility", this is what we want but unfortunately this ability only applied to layer under the Group layer.

Please add these enhancements, you got vote from our 1500 Field Maps users.

I've had a support request linked to an enhancement that references this idea. 

To add exclusive visibility for a group layer into ArcGIS Field Maps: https://my.esri.com/#/support/bugs/bugs?bugNumber=ENH-000186586

Frustrating that it seems that Exclusive Visibility has been implemented in the Map Viewer and Experience Builder but is not in Field Maps - these should be supported concurrently as they are intrinsicly linked in many many workflows!
