Fieldmaps: Allow to store formInfo in featurelayer instead of WebMap

Allow to store formInfos (form definitions) on the featurelayer level instead of only storing them in the WebMap.

• These would allow to inherit the definition on several Webmaps
• Same behaviour as popups, symbols, filters, etc

Would reduce configuration time and amount of manual work to rebuild the almost same definition in different maps.
