Is there a way that ExB can remember what layers were turned off and apply these the next time the app is opened on the user's computer. Expecting something similar to the Bookmark widget where you can create your "own" bookmarks and they live in the browser cache. Can the settings for visibility be maintained in there as well?

In the latest version of ArcGIS Online, there is an option to restore your last session. It's not currently available in any other versions of Experience Builder.

For other versions, users can create their own Bookmarks.

This is good enough.
Hopefully the "restore last session" option will be available in the next releases of ExB on Enterprise.
