My experiences don't show all basemaps available in my organisation. This does only occur in the ArcGIS Online version of Experience, not the developer edition from the previous version.

I've just noticed our ArcGIS Online Experience Builder application has developed the same problem - the built-in Basemap Gallery widget was displaying all basemaps a few weeks ago. But now it's only showing a few of them, specifically the ones created via the Vector Tile Style Editor. Nothing has changed in terms of the Basemap group settings or item sharing settings. The items just aren't being picked up the widget anymore.

Ah yes. You have turn on a setting in your ArcGIS Organisation settings. At Sharing and Searching in Security options, turn on Members can search outside of organisation.
