How to publish my web experience

I have just downloaded web experience for developers and imported my web app into the local software. I have made some changes, but they are not seen from ArcGis Online and when I publish my web experience from the local software, it doesn't appear on ArcGis Online but at a local URL. How can I do to see it in AGol?

I want to make sure it works before continuing to develop my application, to avoid the risk of wasting time because I am unable to publish my progress later on

When I self host an application, it references maps in AGOL but it exists on my server.  This is my experience from Web App Builder, but after I download the code and create an app on my server, I then would have to add the local URL to my new application as its own item in AGOL if I wanted to share that out from a portal or something.
