Can't see other exp apps after upgrading to 1.19

Followed the instructions for "upgrading" Exp Builder Dev edition - copied all the server/public/apps over from 1.18 directory to 1.19 server directory. Can only see my (logged in admin user) applications. In version 1.18 there was option to view apps from other users. Anyone else seeing this issue?

Of course, there is a workaround to just change the URL to the app id, but seems like there's a bug in the homepage, since this is an app from another user and it works: https://blah.com:3001/builder/?id=22

Hi everyone, we’ve received the ticket and confirmed that this is a valid bug. A fix is planned for the next developer version.
