We are using Portal for ArcGIS 10.8.1 and set up both an Access Notice for "all users" and "organization members". We noticed that the access notice "for all users" only displays the first time when a user hits the sign in page, and does not display again until the browser cache is cleared. The access notice "for organization members" displays every time after the user logs in.
How do we set it so the access notice "for all users" displays every time the user hits the sign in page, and remove the caching of this? Is there a local configuration file we can modify, since this does not seem to be a setting through the UI?
