Kill Process Windows Access Denied

I stop ArcGIS Server but some ArcSOC services remain operational.
some can be killed normally, while others ArcSOC gives me the Access Denied error.

has this ever happened to you?

You are likely running into

BUG-000134656 When stopping the ArcGIS Server service, all ArcSOC.exe (SOC-Processes) are not removed and do not stop running

Which is resolved at 10.9.1.

What type of ArcSOC services are problematic to kill (e.g. mapservices, geoprocessing services, geocoding services)?

Are you having issues with services that require you to kill them as opposed to stopping them thru Server Manager?

unfortunately I haven't opened the task manager command line, so I don't know which services are involved specifically.
if the same anomaly occurs again, I will try to retrieve the information.

I can only tell you that I found the ArcGIS Server service stopped inexplicably and these ArcSOCs Still alive.
