how to publish imagery data as tiled map service on ArcGis Server.

Hello,

I have a question about how to publish imagery data as tiled map service on ArcGis Server.

We have hundred of imagery file (ECW and jp2) and we need to publish a map service on ArcGIS Server.

We don't have ArcGIS Image Server so it's not possible to use a Mosaic Dataset.

What is the best way to do it ? 

We started to create a file geodatabase and a raster catalog to add all pictures (and next publish raster catalog to a tiled map service)  but it take a lot of time and space and I don't think it"s the best solution.
