Daniel, Try to Extract Package—Help | ArcGIS Desktop This tool will create a new folder and extract the MXD and the data into separate folders. You may then open the MXD or Import Map option on the Insert tab in ArcGIS Pro. I hope this helps! ~Shan

Shuhong, You need to download & install Download Microsoft Access Database Engine 2016 Redistributable from Official Microsoft Download Center or Download Microsoft Access Database Engine 2010 Redistributable from Official Microsoft Download Center depending on your version of MS Office. Andrew, Is it possible that the file you downloaded might have some corruptions. Here is what I would try, export the shapefile as a new feature class or a shapefile and then run the select by attribute (as you are already) and simply export the selected records as a new shapefile (preferably with the name of the town).
