Failed to connect to new VM & SQL 2019 database

We built a new 2016 windows server virtual machine and installed SQL 2019 database but no matter what we do we can't seem to connect to it at all! We tried installing multiple ODBC drivers (versions 17 / 18) but we can't figure out why we can't connect in ArcGIS Pro. Help please!

Do you have the following file installed as well? 

windowsdesktop-runtime-6.0.6-win-x64

Also make sure your SQL Server Instance is configured to accept remote connections.
