Creating a new cached service fails with error 001369

All,

I have been trying to publish a new cached service today and it keeps failing with the error 001369, which is very generic. When I look at the logs on the server I see some error messages that say:

  • The Layer:'PublicPoints' in Map:'Layers' is invalid. The base table definition string "PublicPoints" is invalid.
  • Failed to create the service.: Unable to connect to all layers.
  • Failed setting up the cache folder for the service. 

The .mxd that I created to publish the cached service from is pulling from two .gdb's one that will be populated with new data nightly and another that is static data. I have other dynamic services that are using the first .gdb with no problem.

I've played around with this all day with not luck. Does anyone have any ideas what I'm doing wrong?

If using 10.4.x, make sure you have the patch ArcGIS for Server Publishing Patch 

But I'm wondering if there are .lock files on the FGDB fro the dynamic server.  Just a guess.
