I am trying to add a Feature Layer and Map Image Layer of one feature to a map and can't get both to show up. I want to have a Valve Feature Layer represented/drawn by one set of attributes, exercised or not, to lay under a smaller Valve Map Image Layer that is represented/drawn by another set of attributes. I would like to have the two layers be visible, hence the smaller symbol stacked on top of the larger, and only be able to edit one of them. Any suggestions?
