ArcMap: Symbols automatically sorting in Layer Properties

Hello, 

I've dealt with this annoyance for a while, but I wanted to see if there's a way to solve it. I am using ArcMap 10.8.1. I've finished configuring symbology for this layer:

Now let's say I need to make a symbol change. I open Layer Properties and the Symbology tab, and the symbols are automatically resorted. The symbol legend is now "wrong". I can cancel out of it safely, but if I need to make a change then I also need to re-sort everything. How can I prevent this automatic sorting?

Note that I am not referring to Symbol Levels, through I did experiment to see if that would "lock" the order. No luck there unfortunately.
