ArcGIS Server Install Patch button disabled

I saw that ArcGIS Server 11.1 Utility Network and Data Management Patch 4 is available. However, when I run the patch notification tool (as Admin), the "Install All Patches" button is grayed out. 

This is the first time I'm seeing a patch available, but not able to install it. What might be the cause?

The MSP file also appears to not be downloading for me when I click the download link in the ESRI page:

Apparently the patch was pulled by ESRI due to technical difficulties
