ArcGIS Print Service fails to start after upgrade to 10.9

Hi,

I have just run an upgrade install on a single machine instance of ArcGIS Server from 10.7.1 to 10.9. All the services came back up fine and all the utilities services will stop/start as required with the exception of the printingTools. The error message is:

Service failed to start

Utilities.PrintingTools.GPServer: java.rmi.UnmarshalException: Error unmarshaling return header; nested exception is: java.net.SocketException: Connection reset

I tried a repair install but it made no difference.

The logs record:

Service containing process crashed for 'Utilities/PrintingTools.GPServer'. Please see if an error report was generated in 'C:\arcgisserver\logs\WIN-GC9U3PU6QUE\errorreports'. To send an error report to Esri, compose an e-mail to ArcGISErrorReport@esri.com and attach the error report file.

Any help would be greatly appreciated.

After doing a clean install as opposed to an upgrade of 10.9 the print service started fine first time.

(uninstall of ArcGIS Server included removing all related folders, arcgis server user accounts etc)
