NC OneMap where we use their imagery for our work changed it's services name to the one below:

The full URL to use in ArcGIS desktop is http://services.nconemap.gov/arcgis/services

I had no trouble accessing their service by adding it as an ArcGIS Server in Catalog then I saved it as a Layer File to share with other uses.

When I attempted to update the service to http://services.nconemap.gov/arcgis/services I get the Pop Up "Access to this resource is forbidden, regardless of authorization."

I have shared the message and verified with NC OneMap that there are no limitations on using the new service link and they said no.

My job does block some things so if anyone can assist with helping me find out the problem I would greatly appreciate it!

We are using ArcGIS 10.1 SP1 Desktop.

The original service is http://services.nconemap.com/arcgis/rest/services and they changed it to the service I posted.

I am starting to think it is being blocked by my job.  It is good to know other people can get to the service so that means it is running correctly it is looking to be an issue on our end.

You could run Fiddler (admin) and perhaps see what is going on web traffic wise...

The url you posted in the original post appears to be faulty (missing rest in it). What happens when you use the one in your reply to me? This http://services.nconemap.gov/arcgis/rest/services

My assumption is you are trying to connect to the service in ArcCatalog. Could be your Network as you suspect.

Incorrect. The url is NOT faulty.  Do not add /rest/

Accessing SOAP service is correct. If you wish to look at it via Browser:

add the WSDL to the end and you will see the Service is working as intended as seen here.

http://services.nconemap.gov/arcgis/services/?wsdl

Desktop (ArcMap / Catalog) use SOAP service, not REST.  RESTful is for web / mobile

Robb, I wasn't sure what Ginger was trying to accomplish. My answer is based on an assumption that she's trying to connect to rest.

ArcMap does not use REST services. Ginger mentions nothing about 'web' applications, only Desktop ESRI software, specifically Layer files.

assuming you are telling us that you 'attempted to UPDATE the layer files with the NEW service.. as in 'SET Data Source. And was using a new ArcGIS Server (User) connection...

I tried your SOAP services without issue.

I was able to add your Services directly to TOC... able to export out to a lyr file.. could ADD that layer file, re-source to another SOAP service. I am using 10.2.2 however.

Perhaps there is a patch or SP needed for 10.1x.   which 10.1 build are you running?
