Portal import site throws "Failed to import site. Failed to start the database server. The startup timed out. " error

I am trying to import portalsite to a new Arc GIS Portal.

when i use Import site tool from portal admin , below error throws up

Failed to import site. Failed to start the database server. The startup timed out. Please check the log file at C:\arcgisportal\logs\database\pgsql.log.

You'll need to look at the Event Viewer logs to determine why the database doesn't start up. You should look at events 5 minutes prior to the error message in the portal logs.

I see this error in event viewer 

"C:/arcgisportal/db" is not a database cluster directory

The db directory that's restored should have a fair amount of files/folders in it. If it doesn't, then it can't start. You may want to extract the db folder from the backup, (extract the webgissite backup and then the portalsite backup) to validate whether the db backup was created successfully. If it was, then the issue is when it's restored to the target site.
