Joining Poly to Poly Q

Hi,
I'm trying to aggregate some census tract data by a city neighborhood boundary. Some of the tracts don't fall completely in the neighborhood boundary but I can't believe there's not a way to add them to a neighborhood if it's mostly within that boundary line. I've tried pretty much every spatial join match option there is. Any advice would be greatly appreciated!

Thank you for your reply. Converting to a point layer and then doing a spatial join by summing the fields worked.
