Hello everyone,
Is it possible to create a custom user role in portal whereby users can create apps/maps from shared content but are not able to publish their own data?
I have tried a few things but it seems publishing and creating apps and maps are connected.
Any help would be greatly appreciated.

@DeanHowell1 here are the steps you need to apply to solve it:
1. Create a custom role based on a Publisher or whatever role you want them to have
2. Within the Content privileges panel, uncheck all capabilities except Create, update, and delete
The user will still be able to author content in AGOL, but publishing is disabled.

Which role privileges combination did you try?
According to your requirements Create, update, and delete role privilege should do the trick, leaving unchecked the rest of the privileges down the Content privileges group.
What's your ArcGIS Enterprise version?

Thanks @David_Brooks , that was perfect especially with the screenshots. I few minor tweaks for other permissions but should be able to get there 🙂
