I'm using ArcGIS for Desktop 10.1. When I follow the tutorial for Collector called "Prepare your data in ArcGIS for Desktop" (http://doc.arcgis.com/en/collector/ios/create-maps/prepare-data-desktop.htm) and I get to the step to publish the data to our ArcGIS Online organization, the Feature Access parameters are "Create, Delete, Query, Update". The "Sync" parameter does not exist. Does the ability to allow users to work with feature service data offline exist only through ArcGIS 10.2?

If its a hosted service you can enable sync on AGOL on the item details page for the hosted feature service.

To answer the actual question 😄 - yes - or to be exact - 10.2.2 (although 10.2.1 gives you those boxes, it don't actually work!)

See http://forums.arcgis.com/threads/100305-Update-on-Collector-and-Offline-Use and

http://doc.arcgis.com/en/collector/android/create-maps/offline-map-prep.htm

One or more feature layers that are sync-enabled. These can be hosted feature layers or ArcGIS 10.2.2 Server or later feature services.
