ArcGIS API for Python : Activate popup by default for Map Image Layer

I have a Python script that publishes referenced layers from aprx-files to our Portal (version 11.3). The data for the layers lies in SDE-databases. I would like, that for all of the layers the popup is activated by default. This means if anybody adds a layer to a webmap, the popup directly works.

In the aprx the popup is activated before publication. This seems to work for the Feature Layer items. However, for the Map Image Layer items the popup stays switched off and I need to activate it manually. I have been looking through the JSON of the Map Image Layer items but cannot find anything related to the popup. Does anybody have an idea where to look? There certainly must be a place where this it defined.

I am trying to do this outside of a webmap, so that the popup is defined in the Map Image Layer itself.
