Can we measure a buildings height by just giving GPS coordinates, Is that possible? if so any API that you recommend
wouldn't the gps coordinates just give you the location of the building, from which you would have to link to a dataset which has the building heights.

The API does not include the elevation data of buildings in the world.
Your options are:
Option 1: Buy high-resolution DEM (Digital Elevation Model) of the area of interest, publish the data as a service and access it using any ArcGIS API as per your requirements.
Option 2: You would need to 3D digitize the data your self and then use the API to access the elevation data digitized by you.
The conclusion is that you either buy the data or create it your self.

have you contacted the city itself? most cities have a gis section and their data is often open-sourced online. At worst, they would know who to contact for commercial data
No i haven't contacted any. Iam just gathering the information if it is possible or not. If it is possible what would be the further process to collect the data
