Can you identify all the layers in different dynamic map services using identifytask?  This sample here only shows for one map service:
http://resources.arcgis.com/en/help/flex-api/samples/index.html#/Identify_features/01nq0000000z00000...

If not, how do you identify all polygon layers in multiple map services?

   You can find all the code you need in the Identify Widget.

   You have to loop though all the map services in the map and send an identify task to the server for each one.

Don't forget to click the Mark as answer check on this post and to click the top arrow (promote).
