bing map --- flex api 2.0

If I use Bing map as base map, and flex api 2.0 , and load data points from sql server,

Do I need to have Arcgis server at all?

Is there  any fee/license for using flex api 2.0?

So you are querying a SQL database and returning the X and Y and creating points from that?  I've done that before and it didn't involve ArcGIS Server at all.  The API is free, I didn't think using the Bing Maps was free though.  I like the ESRI topo map service better than Bing anyways.  If you want to make your own map services, then you'll definitely need Server.
