As part of a GIS tutorial, we are instructed to 'Right-click Chapter6.gdb and click New > Address Locator' but the gbd file does not contain an address locator.
What version of ArcMap are you working with?

I believe you cannot place address locators in file gdbs since 10.4.x, so I'm thinking the tutorial has not been updated to reflect this change in ESRI software.

Echoing Michael Volz, in the not too distant past (10.5?) locators are not a valid file geodatabse object: in other words ESRI is enforcing a long standing best practice of creating and storing locators in directories/folders and not in file geodatabases.
