As I was reading your issue, I was thinking the same thing that there are some residual settings from the original project that are not allowing the overwrite to play nicely. I would add the data into a new map in the project and see if you are able to publish from that map. If you are able too, I would delete the previous map and continue with the new map.

John, thank you for your post. Over the passed couple of weeks I just went through the same scenario with our GIS server. We used to have two server load balanced solution. However, a number of years ago we shutdown one of the servers, because we were not seeing the usage of the system at the time. Our problem was that we did not add the other 2 cores of the additional RAM to our system. Over the course of the passed 3 years we have seen an increase in the use of all 3 over aching areas of our system (mobile, web, and server/desktop) to the point that 98% of our RAM was being consumed at any moment. We have since increased the cores and the RAM and have alleviated our speed bottle neck. I graphics card would take move the image functions to the card, but it does not fully affect your geoprocessing that is all related to the cores and RAM. I am afraid you would still see some potential issues, especially if the majority of the 20 layers are large vector layers. You can apply zoom scales to these layers so that they do not show until the appropriate zoom level is reached. Then a minimal amount of layers are showing when zoomed to the full extent. If you have all ready installed some of the server components it will affect theEnterprise Builder. I ran into that a few years ago upgrading my server, I had uninstalled everything and tried EB so it would be a fresh install. I have not heard that that has changed in the new versions of the Server software. Thank you.

Have you set up your portal web adaptor? Also, the portal should use your fully qualified server name as its domain, because it is primarily used for internal web gis purposed. thank you.

Using an Enterprise Geodatabase allows your organization to have multiple users editing your data, plus you would be able to serve all of your data to AGOL and Portal in a series of services. Your larger base layers could be in one of multiple services, and you could have separate services for your organization data. You would not have to store data on AGOL. This is the model that we have incorporated here at Wyoming DEQ. As an example we currently are working to remove 2 of our projects that are consuming 3,000+ AGOL credits every 30 days, because they use large datasets that are currently stored in AGOL. Use portal primarily if you are creating Web Map's and Web Map Applications that will only be used internally. Just for your information, if you use portal and you federate the server and the portal, most of the administration of the server moves to your portal. For the larger datasets I would definantly use the Enterprise Geodatabase, and therefore create a datastore. I hope this helps you. Thank you.

Good morning Archit, I had the same concerns. I will say that the upgrade went very smoothly, our only issue was that I needed to republish our image server services. The portal, portal web adaptor, server, server web adaptor, and data store upgrades upgraded with no issues. Our GIS server is upgraded nightly so we would have been able to restore the server quickly if an issue would have happened. Thank you.

I ran into the same issue, this is a known bug with Pro 3.1 and Server 10.8.1 (we were using 10.7.1), I needed to upgrade to Server 11.1.1 and the bug is fixed, because when creating the widget there is an application ID that is apart of the ArcGIS Pro, but it is not apart of the earlier versions of server, so it error's out when you try to publish. Once you upgrade make sure to clear you browser cache as well. Thank you.

It would be good if they would allow you to be an admin on the server. Here at Wyoming DEQ our central IT group has made me an admin on our agencies GIS server, and the same on the GIS instance in our central SQL server bank of servers, then I do have admin rights in any geodatabase that I create. I hope all of this helps.

Good morning Ivy, go into your geodatabase and right click on one of the feature classes, and you should see the Administer option. If it is grayed out, then you are not the owner of the data. You should be able to remove the lock from here.
