This happened to us in an earlier upgrade where languages update did not complete:  In April of 2024 during our upgrade from 11.1 > 11.2, language pack updates would not complete: My support case description: Issue Description: Hello - I just upgraded to 11.2 from 11.1 and now my Instant apps configuration page will not display instant app choices. NONE of my existing 11.1 Instant apps will display for configuration and I cannot update them. The configuration choice from the app overview page just shows a spinning gif. The Instant app page is not found. This was the resolution after about a month: BUG-000167282 has been created and attached to this case. Ran the associated specialized SQL query workflows in C:\arcgisportal\pgsql14.x\bin to disable language packs from the command prompt and re-enable languages from Portaladmin. Tested initial results at the Portal endpoint and found content to be restored. We had to make back-end command lines edits to the portals' gwdb in order to properly upgrade the language packs so that Intstant Apps would be available. I did not encounter this going from 11.5>12.0 or 12.0>12.1 - but I can tell you that the 12.1 release contains more Internationaliztion updates to handle extended translation capability for the built-in Instant Apps and Experience Builders      ... I don't know, I've had the warning popup that 'arcgis server host name machine 1 needs a restart of its arcgisserver windows service in order to provide metrics to the portal' happen a few times.  feels like a false positive as there is no indication that metrics were not being collected - everything was reading fine. The only thing I can think of would be maybe increasing the Connection time out setting  at ... :30443/arcgis/monitor/admin/system/server >Server Configuration Settings > Edit from 60 seconds to 120?  I don't know ... When I review the http get in Chrome Developer tools, the Request URL for "GIS Staff", the " I " is returned encoded as a lower case " i " by the browser such that: https://sarco.maps.arcgis.com/sharing/rest/portals/self/users/search?num=100&start=1&sortField=lastlogin&sortOrder=desc&q=&categories=%5B%22%2Fcategories%2Fg%C4%B1s%20staff%22%5D&f=json. So in my other group that "EIT Staff"   - I see the same url encoding for the capital letter I.   To me maybe the " I " is being encoded when it shouldn't be. ... View more

Thanks @GlenterpriseUK  - Yes, it seems quite arcane at the moment.  We have 898 members in 21 categories based on their business center (Planning, Stormwater, Communications, etc) and then 3 sub-categories in each based on user type (Creator, Mobile, Viewer) all created before the upgrade.  Most accounts are by SAML, a few other accounts are built-in (admin accounts, testing accounts).  Of these, only 2 of my categories - "GIS Staff" and "EIT Staff" -stopped displaying their members from the Filter page, although the Category Editor showed the member count in each. If I changed a member's category to a sub-category that was unaffected, I can then see that member. But for whatever reason, the Category Filter does not like those particular category names - at the moment. I want to give it few days maybe.   ... View more
