This is expected. The 2024.1 has several new features and components, see What’s New in ArcGIS Monitor 2024.1 that the old excel report would not support. At this point, there are no timelines for upgrading this Excel report. Note, there are two significant improvements related to analysis. Export/import of analysis views New Table and Rich text elements in analysis views We hope those new features will empower users to build reports that address their specific needs (vs. getting all data as Excel report does) and will reduce/eliminate the need for this Excel report.

It sounds to me like we may want to start answering the following:
what is expected or acceptable Response Time for this service? you can estimate by looking at historical data. Let’s assume that the baseline is 7 seconds as in the case you shared.
What alert, if any, would you like to have if this response time is above that threshold? For example, warning if avg is greater than 1.5 x 7, critical 3x 7? Note, some admins do not set critical for performance.
The last is the impact of low frequency. For example, if there is only 1 response in the last 3 samples, this 1 request will be average. But I’m not sure if this is a problem.

in your case, it appears there is a difference:
...local:6443/ - component address in ArcGIS Monitor
...local:6443/arcgis in the config file (change to as above: ...local:6443/)

@ChrisBerryman , @ChrisTaylor2 , to clarify the proposed instance information is per machine, just like you should see in ArcGIS Server Manager. If you see differently, please provide examples. As far as float, thanks for pointing this. This float was on purpose so user would know how much over the instance is. I can change to integer in the code the next time if it helps. In the meantime, you can use Excel to do this.

@ChrisTaylor2 the error implies there might be issues with the observers of this particular arcgis server component. Please check if observers are running. you should see something like the following:
Another thing to double check is that that component_address in config is exactly as address in the monitor,
e.g.
Perhaps a new local agent might have picked a web adapter for address url, but before you had 6443 and now address in monitor and component_address in config don't match?
