Something is wrong w.r.t the permissions getting granted to the new Database user then. I think giving a call to Tech Support would help in faster narrowing down to the problem.

Each sde geodatabase has its own licensing. This can be checked in the Server_config table, AUTH_KEY parameter, inside the geodatabase.

That will be an expected behavior if the owner of both the versions is 'DBO'. I assume that you have a DBO schema enterprise geodatabase, where the Default is owned by DBO, as expected. The Database Login that you then used to create the Child version, might have the 'SYSADMIN' server role granted to it, thus making it a DBO as well. Let me know if the assumption is incorrect.

To disconnect users from a geodatabase in Oracle, the geodatabase administrator must either be added to the DBA role or granted ALTER SYSTEM and SELECT_CATALOG_ROLE privileges. Manage connections in Oracle—Help | ArcGIS for Desktop Try granting these permissions to the SDE schema and then check in Geodatabase Administrator window in ArcCatalog

You can try creating the View using 10.2.2 SDE Command line tools and check if that works. Also, is Extproc configured for that Oracle geodatabase?

(Q1) I got warning message that version is protected when edits are posted, Do I need to enable the sde.default version as public to post edits ? Not necessarily. Depends on which user you are using to perform the reconcile\post. As SDE is the creator of the Default version, only SDE will be able to edit in that version or Post changes to the Default version, when the Access level is set to Protected or Private. If you want other users to be able to post edits to Default, then Yes, you need to change the Access level to Public. (Q2) There are delta tables (add/delete) in SCOTT schema and contains edits. Whether these delta tables are removed automatically if i delete versions ? No, Delta Tables are only removed when you 'Unregister as Versioned' the data (Q3) There are records in states and state_lineages tables. Whether these records are removed automatically if I delete versions ? You will not observe any changes in those tables, when you delete the Versions directly. But, the edits in those Versions will be lost, unless you have already done the Reconcile\Post.

You need to look into Access level of a Version: Creating versions and setting permissions http://resources.arcgis.com/en/help/main/10.1/index.html#/Creating_versions_and_setting_permissions/003n000000ws000000/ You set the access level of a version to protect it from being edited or viewed by users other than the version owner. You can set one of three permissions on a version: Private: Only the owner or the geodatabase administrator may view the version and modify versioned data or the version itself. Protected: Any user may view the version, but only the owner or the geodatabase administrator may edit datasets in the version or the version itself. Public: Any user may view the version. Any user who has been granted read/write (update, insert, and delete) permissions on datasets can modify datasets in the version.

The thing is that if ArcGIS was considering it as an Enterprise geodatabase, you will not even get the option 'Enable Geodatabase' anymore. The fact that it still is showing the option 'Enable Geodatabase', though its greyed out...indicates that ArcGIS considers it as a simple database. But the question remains as to why that option is greyed out....

You should surely take a look as to why so many connections are getting generated. Are you using any ArcGIS Server Services (Map Service, Feature Service, ...)? If possible, please discuss the Case with Esri Tech Support so that they can take a closer look at your environment and suggest accordingly.

First of All: I clicked the option "Assume Answered" by mistake and don't see any option to revert back. Sorry for that. To answer your question: Each connection that you make to that geodatabase -- from ArcMap, ArcCatalog, ArcGIS Server Services...will create a new connection to the geodatabase. Even in the same ArcCatalog interface, if you connect to the same gdb with two different connection files, that will create separate connections and thus show in that list.
