Thank you Tanu Hoque and Igor Streltsov. I was able to get the print service running against the rest services endpoint, and the built in webappbuilder. Still can't get dev edition to work when the app is deployed to a web application server. I have opened a ticket with support about the dev edition issues. Hopefully it is something simple to fix. Was there every any resolution for this issue. It appears the thread has veered into a different issue and version entirely at this point. Not sure if they are related or not. Changing arcgisservice to local admin, as suggested below, did not help in my case at 10.7.1.

So this seems straightforward to implement but it doesn't seem to be working for me on Windows Server 2016 running Enterprise 10.7.1. Two things in the steps listed here: Deploying custom Python packages for ArcGIS Server—Documentation | Documentation for ArcGIS Enterprise seem vague - registry key editing, step 5 a and b. 5.a If there is a PythonCondaEnv key in the Computer\HKEY_USERS\SID for ArcGIS Server Account\Software\ESRI\Server10.7 registry, delete that key. To determine the Security Identifier (SID) of the ArcGIS Server account, go to Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\hivelist or Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList. I am not sure if I am supposed to delete the key IF there is not PythonCondaEnv key. Or once I find the SID for the Arcgis Server Account what am I actually supposed to delete? These are regkeys not some creds in a text file. 5.b In the Computer\HKEY_LOCAL_MACHINE\SOFTWARE\ESRI\Server10.7 registry, update the value of the PythonCondaEnv key to the newenvname you just specified. This one is way more straightforward than the former, but I am still not sure if I am supposed to supply it with the value of only the the environment, or the environment with the directory path. C:\program files\Arcgis...... I have tried both ways and neither are changing the outcome of publishing a tool so I think it has something to do with not deleting the Server Account SID. Here is the error I receive when I attempt to publish a geoprocessing service, which makes sense: ERROR 000574: Python is not installed. Thank you in advance

Also having the same issue. Arcgis Enterprise 10.7.1. Servers are federated. Worked in the Arcgis Pro tool just fine. Published the service but will not work with the exact same web map json. Really unfortunate that this is an issue.

We are also experiencing a similar issue on Enterprise. Can't comment on the our similarity to AGOL, but the issue appears in almost all applications that use portal token auth - Web Appbuilder, Operations Dashboard, Python ELT, etc. It is quite frustrating for the implementers and users, and is preventing the adoption of ArcGIS Enterprise in our org. I have also been trying to get support on this issue for over 2 months now and have gone through 3 tiers only to be told that Esri cannot work on Windows IIS issues because it isn't their product. Go figure. Their answer is to spend money on professional services to solve the issue. Would love to hear from any Esri people out there on this issue......

What is the roadmap for allowing custom domains on opendata to be accessible over https? We are having issues with data downloads when the site is accessed over HTTPS.
