No relationship classes (I read some other threads on this, but in this case it's happening on very simple content). The testing I've done really nails it down to attempting to content the license manager. The weird thing is that it isn't constant, but also not rare.

No license check calls show up on the HTTP page, BUT: Yesterday during testing I found that there are no issues if I am connected to VPN and thus have access to the license manager. I'm using a checked out license, this would presumably mean there's no need to hit the license manager but the app can't function properly without access.

It appears despite checking out a license for Pro, it still attempts to contact the license manager causing terrible performance and application stops responding until internet is disconnected. Why? My Pro sessions are routinely hung up and the log fills with these messages until I disconnect from the internet, at which point it starts responding again. Eventually the problem returns again and it's back to disconnecting internet to get it to respond. Happens frequently, maybe every 10 minutes. Version 3.4.3, locked into this version for now. All data is local with one ESRI basemap service (occurs with and without). Already set Pro to run using the good GPU on my laptop. No difference. Pro is not running in Windows Efficiency mode. OneDrive is disabled.

It seems having a dash in the file path can trigger the same or a similar error. Had Viewshed throw this error until the dash was changed to underscore.

2024 and still a problem even in flagship darling ArcGIS Pro. Had to copy content to new GDB.

Added my kudo but not holding my breath. Truth is I'm hoping to be out of the ESRI desktop stack completely in the next 5 years. Having to work in Pro is breaking me.

Unfortunately I did not and had to manually re-create all the anno as graphics. Sorry to hear this is still an issue almost 2 years later.

Still a problem years later in 2023 at 2.9.5. Good grief. I was able to work around by exporting the features to be copied to a temporary fc and then they would copy.

Glad to hear this is on the table, but the resolution of this issue should not necessarily require any additional tiles and especially should *NOT* change the content of the map. It simply needs to match the resolution of the output (PDF, JPG, etc) to what is displayed in the application.

Did you ever resolve this issue? I'm getting the error when attempting to connect to certain ESRI and USGS from ESRI apps on a Citrix environment.

Given that this looks to be part of the permanent rolling stock on the ESRI failtrain, has anyone worked out a solution to this that isn't more complicated than simply converting my 200 data-driven page map to a non-ESRI application? Still a problem at 10.8 over a decade later. In my case, I couldn't get Extract Values to Points to work either, it would also only produce null values. Luckily I was able to successfully run the tools in Pro.

Thanks, in this case I have feature class anno that was created in Pro and would like to convert it to a graphics layer. This can be done in ArcMap.
