Published web app not working with Internet Explorer

I have put together a web app for the purpose of being published on a City website.  It works exactly as expected with Firefox and Chrome.  But when using Internet Explorer the app performs extremely slow, locks up, sometimes crashes, and the popups show strange coding.  I thought that the layers may be part of the problem so I went back and tiled the parcels layer and actually made it worse in IE.  Has anyone had any experience with similar problems and if so what was the solution(s).  I have attached the link below to illustrate the problem.

I tried your AGOL Web App this afternoon (3/29/2014) with Internet Explorer 11 on a Windows 7 machine and your web app and popups worked just fine.  What operating system are you using?  What version of IE are you using?  Your app is using the latest version of ESRI's Javascript API:      <script type="text/javascript" src="//js.arcgis.com/3.9/"> .  Version 3.8 released back in December 2013 fixed issues with IE 11.  With the AGOL web apps, if you are using IE you would want to probably use the latest version which is IE 11.
