WMTS layer sample working in sandbox but not working through local notepad++

Hi i am trying to run the WMTS layer sample in notepad++, when i am launching in Firefox or IE blank page is loading with esri logo.
i have downloaded proxy page jsp and copied into root folder also i have enabled CORS server "v2.suite.opengeo.org" but still page loading blank ..any one having idea where i am doing wrong wrong????????????????????

Starting with 2.8 (maybe 3.0) code must be deployed to a webserver.  You cannot run it in notepad/editplus, etc..
