Here are some of the advantages that you only get with a paid subscription :

- You can host feature services. If you have ArcGIS Desktop, you can upload feature services that have more than 1000 features. Once uploaded you can make edits in ArcGIS Online and if you want to you can download it again as a shapefile. You can't download data with the free account.

- You can upload tiled services. Before you upload it, via ArcGIS Desktop, you can label features. This also will draw the features quicker since it will be cached. But beware all this will use credits, but it is not available with the free account.

- You can use the desktop operational dashboard http://www.esri.com/software/arcgis/...ions-dashboard
This is great in conjunction with hosted feature services, since this dashboard will update in real time whenever edits are made in ArcGIS Online. Not in ArcGIS Online free account.

- Recently ESRI has released tools in ArcGIS Online that let you analyze features (i.e. buffer tool) and you can export the results. ESRI keeps adding things to that. Again it consumes credits and is not available in the ArcGIS Online free account.

- You can use maps in Microsoft Office products. http://www.esri.com/software/arcgis/...aps-for-office
Again this is not available with the free account.

- You can download APP's for your smart devices and do editing to feature services on the GO! http://www.esri.com/software/arcgis/...apps/collector This in conjucntion with the desktop dashboard's realtime updates is great. Again not available with the free account.

- You can setup your own ArcGIS Online webpage where you can host map galleries.

I'm sure i missed a bunch more but that is why I personally like it.
For more information look at the Tabs here http://www.esri.com/software/arcgis/arcgisonline

If this helps please rate it or mark it as answered thanks!

Thank you that helps

I am hearing there is one license for each 10.2 license to ARCGIS.COM . Is this true and is it full subscription?

Yes this is true, but I don't know about the full functionality yet.

Larry / Tim,

A notification will be going out very soon describing the details of this. At the 2013 User Conference it was announced that any organization with a desktop license will get a subscription to ArcGIS Online. The subscription will be 1 for the organization with a user for each desktop license. (Eg. I have 7 ArcGIS Desktop users, my organization will get a subscription with 7 active users.)

Cheers,
Andrew

But I bet ESRI didn't tell you that you have to maintain all your licenses with them (about $1,100/year for each license) in order to keep your AGO account.  Once your maintenance term runs out, you no longer have access to the paid version of AGO, you have to go to the free version or pay $2,500 per year for the paid version.
