Token via proxy to 2 servers w/o Web Adapter

I have an app that has 2 ArcGIS servers and goes through a proxy. We are using NetScaler,  I can't use the Web Adapter.

How can I set up a token that can be used on either machine?

The proxy will be accessing the ArcServer via VIP, it doesn't know which machine it's hitting. If I use a dynamic token, it could get a token, then the next request would go to the other server.
