Raster: Select by location from vector?

I have a raster file containing a set a values. From this raster file I want to identfy all the land parcels (vector format) that contain a specific value held within the raster file (i.e. identify all land parcel that contain the value X). Can I do this without converting the raster file to vector format and doing a selct by location?

You should be able to do it using zonal statistics under the spatial analyst.  If you are looking for any occurence of a particular value that won't necessarily be seen in the statistics (not min, max, etc.) then create a raster where the value is 1 where the value of the original raster is the one you are interested in and 0 everywhere else, then use max.
